Back in 2006 Alberta Premier Ralph Klein used a budget surplus that came from oil and gas sales to cut a cheque to each citizen of Alberta for $400. It amounted to about a $1.4 billion payout.
If the Alberta government had invested they’d have another 6.5 billion.
