He's one of those characters that kind of HAS to stay as a villain. So I think if they were to add him to Rivals he should run a PvE mode or something. Make him the boss and you fight waves of Hydra or something.

Not too complex of an idea.

I personally would rather not have the option for people to play as the Nazi inspired villain (Giving toxic players that option just sounds like a nightmare), but I don't think his origins should remove his presence from the game.
