Well, unless he gets publicly upset, the public will see him as lacking the leadership skills to direct his team to be effective at protecting national security. He'll be seen as accepting and excusing sloppy and inexcusable ineptness at the highest levels of government. Not a good look.

It's a big emergency for a whole lot of people. It's especially disturbing that funding will be reviewed if it's "in line with the president's agenda". Best I can tell, the agenda is to consolidate power and line powerful pockets.
