There’s nothing in them that will silence doubters, but with a focus on the politics of social care and a whole-of-government approach, the ToRs get a lot right.

Haven't reread this vg report by James Lloyd on issues with the Dilnot/coalition capped care cost model for years, but worth it to remember the problems that never seem to get talked about anymore. Most notably, the fact that the cap isn't really a cap.

Think this understates potential benefits. A review can soften public opinion about the need for everyone to pay more into the care system. It can provide the political cover to unlock more funding. And if the government was really brave, they might even let a Commission look at funding options.
