much of the HE content appears to have been pulled out of the back of drawers and seems to be politically tone deaf. I do not see how any of the ambitions
there appears to be limited awareness that a crackdown on franchising could unwind 5-10 franchising HEIs very rapidly.
Yes - those managements have behaved badly, but we know from Dundee that it isn't those failed managers and governors who pay the price
... but that was previously a tacit consequence. The new language is more robust and the "reset" appears to be a blunter tone.
That there is no insolvency discussion - and again no commitment to intervene - is really troubling.
Maybe I have been out of the HE policy loop too long, but this White Paper looks much like something from 2016-18.
Even "learning gain" & reviewing external examiner practice reappear.
I previously argued that the logic of English HE policy was to reduce research activity

Also, for all that we enjoy the comedic stylings of Kemi Badenoch, a party leadership which is only three percentage points ahead of her, having been at 45% as recently as 18 months ago, might want to have a look in the mirror and ask what it is doing wrong

If you read Kent's published annual reports for the last 5 years, it is a horrible trajectory.
The Greenwich release has a FAQ section:
"The two universities will retain their name, identity and local presence"
There may be some interesting legal shenanigans here, since Kent has a Royal Charter.
but "trading as" the University of Kent may be the pertinent concept.
if there is only one legal entity at the end, then we are talking about continuation of "brands". Cf, University of Arts London and CSM etc.

Amongst all the fun of this itβs, once again, worth pointing out that I couldnβt convince a single university in the UK of the value of this sort of public history work or the benefits of a REF impact case study built around computer games and Lucasfilm. Worth reflecting on for academia I think. ποΈ
