It’s a mistake in the report.
The increase in the overall operating expenses from 21/22 to 22/23was £23.2M. Of which £13.1M was student related costs. These are within the Administration and central services costs, which increased by £13.4M (i.e. most of the increase in ACS was from student costs).

But in an alarming escalation, Sheffield management has threatened to "lock out", ie. deduct pay at 100% for each day, if members refuse to reschedule marking, beginning with the start of 2026.

University of Sheffield International College staff vote to strike over pay and conditions.
90% of those who voted backed strike action.
