It turns out the phrase originated with people who needed a reliable steam engine. And the guy who made that phrase real was Elijah McCoy.

Instead of "Jan is happy," one has to say, "Jan appears to be/says she is happy," because we can't know anyone else's truth, only what they show/say about this truth. I think about this when I'm making assumptions about others.
