Y11 are irrelevant if the WRU acts in an impartial manner and winds Cardiff down. As it would have done if it had been Ospreys or Scarlets. The WRU have engineered a position to allow Y11 to act as their executioner.

The timeline would follow the Ospreys timeline of end 27. The intention could be signaled immediately. Cardiff have been protected and rewarded for entering administration. They have faced zero sanction.
