They probably have authority to make trespassing arrests, but I haven’t seen much effort to actually effect arrests in these incidents. All in all I don’t think many of them know how to police (it’s a verb).

IDK about the federal law; state law usually requires a declaration of unlawful assembly and warning to disperse before force is used.
