I don't underestimate the challenges ahead for the panel as they move from analysis and intent to recommendations. But the direction and approach signalled by the interim report leave me profoundly hopeful.

All of this without any compromise on standards and rigour, but with a determination for children, society, and the economy to thrive as well as achieve.
