Don’t get me wrong, MGO2 was fun. But MGS4 is not an incomplete experience without it. In all honesty, MGO2 felt like a wholly separate experience from MGS4. And if you really want to play it, there’s still MGO2R

The multiplayer component is a lot more crucial for PW than for MGS4. As much as I found the latter fun, MGS4 is fine with just its singleplayer experience, but so much of Peace Walker was built around co-op that it would be off-putting not to have it.
