- Chips carry over from year to year so you can stack them if you don't like a draft
- Every team who forgoes putting in a chip is then ranked by wins
- Chips are totally tradable, meaning they'll naturally flow from competitive teams to non-competitive ones
- Every year there's a "chip night" and a draft lottery night
- Chip night: each team declares how many chips they're entering
Lottery chips:
- Every single team in the league gets two lottery chips every year.
- At the end of the year, teams decide how many lottery chips to put into the given draft, blind.
- Every team that put in a chip is eligible for the lottery, the entire stack of teams is determined by the lottery.
My first vote is for lottery chips. Start with 14, get two every year, tradeable assets, play however many you want for any given draft.
My second vote for anti-tanking is GM's have to rank the teams Assets worst to best and there's a lottery after that.
My third vote is for a modified Gold's Plan
