Very much a phenomenon across the Army while I was in. I mostly attribute it to the AVF factor in conjunction with two decades of opportunity to deploy that prompted a combination of desire and expectation revolving around a perception of inclusion and accomplishment.

As you indicate, PD is crucial, but until courseware and instructor accreditation and selection improves, those advocating for (negative) reform have many cases for doing so.

I could write a dissertation on NCOES issues. I found the most apparent ones revolved around a failure to incentivize and assign worthwhile instructors to the schools (which brings up issues related to broadening assignments.)
