In conclusion, you probably don't need a new machine. I think the idea of a wipe and reinstall is good. But if you want to stay up and running consistently without having to constantly be your own IT department, try a mac. I'm shocked no one has suggested that yet.

1. I had crashes with Premiere almost daily for years. It is what it is.
2. I switched to a Macbook Pro for my editing machine, it's bonkers how much faster it is than the Xeon workstation I had.
3. Premiere is way more CPU bound than GPU.
