There is no way to scale up quickly enough to completely remove the need for unlicensed daycare. I‘m sure many in Quebec still use them because of lack of places.

Yet it somehow works in many European countries. It’s an important social investment.

That's an example of what should be the norm. I can't believe that the government shuts down most unlicenced services and enforces the rules yet allows this to continue. You cannot run a restaurant or be in many positions of trust without certain minimum screening/qualifications, so why allow this?

“Unlicensed” is a mild term. The provider has no need for any qualifications whatsoever.

I wouldn't dignify his past with any suggestion that he "retired". He was out-and-out ousted by his constituents in 2015. The only time he ever spent time in the riding was when he drove through it on the way to Ottawa.

It's certainly at the high end and likely won't be the sentence. I'm ok with something in between that will be affirmed on appeal.

No - they just told people nearby to close their windows and doors. There isn't much risk of an explosion if it is just leaking into the outside air - it's not accumulating anywhere.
