But we've seen it doesn't matter what you do.
Brazil (defiant) and India (appeaser) both got 50%. EU "worked a deal" of 35% which would kill us as surely as 50% would.
Is the idea to prove this in the USA and then make it available to be run in other countries? Could have huge impact in South Africa.
