and county politics play a huge part in this. caltrain is ran by a jpa, no county involvement. county level politics can be incredibly territorial and it would be unlikely for them to fund things that are seen to benefit other counties

caltrain was the easy electrification, almost no freight, cahsr needed the tracks to be electrified anyways, and it still took huge federal grants that chao tried to cancel, and over 20 years from when it was seriously proposed. and now federal transit grants are going away, at least until fy30

they bought the tracks for cheap in the 80s/90s so metrolink could exist. all the tracks in la county + laupt were bought for under 400 million in today's dollars. and they wouldnt just allow it, metrolink proposed score so that there for be bi-directional 2tph service across most of the system for

for metrolink to electrify, the counties need to fund those projects, and the expanded service. most counties dont see metrolink as a priority and would rather fund services within their own areas

also the tracks that metrolink runs on can legally see up to 100 trains a day and bnsf will happily fill up as much of that as they can, they will run 50+ trains a day pretty regularly, and its their only way to the port of la/lb, so there's no price that would get them to sell

a bigger issue is that most of what metrolink owns is owned by the counties, and they would also have to choose to pay to electrify, and the biggest bottlenecks/major corridors in the system are freight owned

caltrain has a lot less freight on the peninsula than metrolink does, bnsf can legally operate over 50 trains a day (and they do so with double stacks), and owns the tracks while the jpa owns the tracks and only sees one local a day
