You'd have to start with the courts. It's mostly been judges who overturned previous attempts at police reform. No bill passed Congress granting police qualified immunity, no bill passed to say police have no responsibility to stop a guy from stabbing you, and so on. It's all judicial invention.

Having read up on the last century and a half of "police reform", I think we have to start at the other end. Every major reform effort seems to result in the courts discovering yet more new police powers and immunities. I fear we need judicial reform first.
