The rules don't prevent your owners spending as much as they want building a 60,000 seater stadium and developing additional revenue streams to fund investment in the team. Or hiring a manager who can over-achieve with the players he has.

We did build a stadium within the last 10 years so money going out on that is expected, but we also spent £83m on construction alone in the last 3 years. Only Liverpool and City have spent similar but they built new stands. Doesn't align with Levy claims about it being spent on the team.
