Highways aren’t judged by seasonal usage or even consistent underuse (e.g., Hwy 407), but bike lanes always are.

The police budget is absurdly disproportionate, but am I missing something, or does the way other expenses are represented on the graph also leave much to be desired? How does the $1.2 waste management expense have a wider bar than the $1.9 paramedic services expense?
