Highway removal & relocation is kind of a prerequisite for revitalizing downtown Pittsburgh. I-579 needs to be demolished, with the highway system reconfigured into a ring road setup (as Paris has done).
We have to build the city we want now, we can’t wait for it to happen naturally.

I don’t see how enforcement would be any different. Just like in Manhattan, they’d put license plate cameras at all the entrances (e.g. highway exits, bridges, through streets). It’s especially easy if the zone is Downtown, since the geography is similar to Manhattan.
