Section 9 actually appears to be far more important. The agreement can be rescinded at will by the agency head. Sounds an awful lot like a way to get everyone to resign, make alternative plans and then pull the run out demanding them to either return to work or quit without severance.

Hard stop is my go to as well. It's a neat way of saying it without having to provide a context and it kind of implies you'd stay if you could so people don't feel like you're just leaving because of an arbitrary meeting time.
