Well, I would imagine that the American involved in this call would have been so senior in the government or so personally close to the president that Gabbard thought the matter had to be brought to the attention of the president’s top staffer.

I think there is immense potential for a major scandal here. That said, it is just slightly possible that there was a legitimate reason for this, such as a back, back, back channel, that Gabbard might not have been aware of until Wiles told her.

Probably not, but maybe.
