It had its moments. I was mainly there for a meeting of the Offshore Racing Congress (orc.org) which is a World Sailing Class which seeks to properly handicap offshore boats.

Of course the cruiser can only rely on their manufacturer for that, and honestly, that is when it leaves the factory. It doesn’t count for any modifications the owner or owners make overtime which would decrease stability, like adding radar up high in a mast or the like

Short of that, compliance by the builder with ISO 12217-2 is about the best a cruiser can hope for. www.iso.org/standard/790...

Stability is a complex question that is even challenging in race boats - it was a matter of some debate at the World Sailing conference in Singapore a week or two ago. Suffice it to say that determining stability (from a safety point of view -SI or STIX) requires full measurement.
