Currently, NIH's Center for Scientific Review reviews 66,000 grant applications a year, with panels run by NIH’s separate institutes reviewing the rest.

The idea that we can presuppose where science is going to lead is right out of business.
The NIH, XEROX PARC and Bell Labs succeed(ed) because they did not presuppose the “products” or outcomes of the investments in them.
They hired the right people and enabled them to be curious and to explore.
