The standard meaning of โ€œchance of precipitationโ€ is probability of 0.01โ€ or more in a specified time period. There is no standard how the amount of rain is calculated/presented.

Several October records were broken today in Ontario and Quรฉbec, up to 31.7ยฐ in Luskville, QC (new provincial October record)!

A few missed records:
Ottawa 29.9ยฐ (1.0ยฐ from record of 2023)
Quebec City 26.7ยฐ (1.6ยฐ from record of 1949)
Moosonee 29.0ยฐ (1.0ยฐ from record of 2023)

Over the past 50 years, the average date of the last temperature for the year of 50F or higher at Fairbanks is October 5. And right on schedule, Airport up to 51F (10.6C) at 1pm AKDT Sunday. It's likely that at least one more day early this week will also reach at least 50F. #akwx #weather #Climate

Sea ice extent in the Chukchi Sea (northwest of Alaska) has increased rapidly and is now higher than last year and the 1991-2020 median. Unusually early in the season for recent years, some nearshore ice has formed on the Beaufort Sea coast between Pt. Barrow and Harrison Bay. #akwx #Arctic #SeaIce

September average temperatures around the Arctic were mostly above the 1991-2020 baseline in ERA5 data courtesy @copernicusecmwf.bsky.social. Arctic Canada and the European Arctic were especially mild. Only parts of the central Russian Arctic were notably cooler than average. #Arctic #Climate
