While there is a team at the portfolio who will identify potential authors to contact, I try to generate a list of labs that I know are doing relevant research. It's more work to get a targeted list, but not impossible and worth it if it means fewer spammy emails to you all!

We can justify a Collection topic multiple ways. We may look for a new (sub)field gaining traction or a string of high-profile papers on a similar topic. Maybe there's a notable anniversary in the field (watch this space). As long as we can identify interest and define the scope.

From a Publisher's perspective, Collections are a tool to increase submissions (and yes, market share and profit). However, as Editors, we have a lot of control over how these are implemented from topic selection and scope definition, to author invitation and promotion.
