Unfortunately, the built environment is so rife with unpleasant and dangerous conditions backed up by lousy policy (e.g. permitting cars that can wildly exceed speed limits), that social contracts of behavioral norms are being shredded.

I don’t think NHTSA considers light clothing to be a valid countermeasure for ped safety which implies it isn’t for cyclists either. The other two things are covered by existing law for riding during hours of darkness.
Victim blaming isn’t an effective countermeasure, despite its popularity.
