I think you are right. We see it in even the short term where people in Florida stop preparing for hurricanes when too much time elapses since the last major hit. Memories are short and critical thinking absent.

There are 2 previous historical cases of countries destroying their science and universities, crippling them for decades: Lysenkoism in the USSR and Nazi Germany. The Trump administration will be the 3rd.
It's not just budgets but research, institutions, expertise, and training the next generation.
NSF Physics was cut by 85%, basically wiping out most of its capacity for supporting research.
NSF Astronomy was cut by 53%
Undergrad education was cut by 71% and research on learning by 79%
Graduate education was cut by 100% to ZERO.
