The vibe an hour with Prime 4 gave is that they identified that some fans despised Other M's chattiness & vocally emotional Samus, but also decided the Federation was critical, and thereby the (insane) solution is for everyone else to talk at her but Samus to remain silent. Just bizarre

A running problem is that for all the things Nintendo does better than anyone else, they're consistently just really bad at writing and voice acting. Lots of other issues are downstream from that. Everyone revered Earthbound because it's the one Nintendo game with a script
