You're right. In any "do X to do Y" effects, you need Y to be possible in order to cast it but if Y's target is gone while the spell is on the stack, X still happens

I would search in game to see if there are other cards that work like this but when I search "and" it shows me all cards that say "h(and)" or are from b(and)le city so I give up on this discussion

While "do x and do y" means that you need a "x target" to play the effect, but once you do that, y happens even x is interrupted

For example, tag out says "recall an ally/enemy and create a coin" and you can't play it if there are no units on the board. Same for other cards, like Death's Hand

From my understanding, both "and" and "to" require the first part of the effect to work. The difference is:

"do x to do y" means that if the occurence of x is interrupted in any way, y is cancelled
