I don't think it was. It seems like an instagram driven thing - several tourists have referred to it as a 'tradition' which is a bit odd as it's not that old. Similar to the love locks on the Ha'penny bridge or feeding the Phoenix park deer - behaviours for clicks.

I like Naomi Klein's perspective on conspiracy theorists: "they get the facts wrong, but the feelings right". This person was drawing an incorrect conclusion, but was tacitly acknowledging that there is a problem. The fault may have been mine for not being able to sway that perspective!
