There is some evidence that public support rose after implementation (e.g. CC in London, various cities in Norway, Stockholm), but as far as I know there wasn't simultaneous investment in public transit -- I think the sense is people responded positively to reduced congestion!

The ONS has today released results from two new data collection efforts on public-sector productivity: a public-sector version of the existing Management and Expectations Survey and a public-sector time use survey.
