The orcs, he says, do not live according to Anti-ethics any more than they could live by eating poison. They do not believe evil things are good, and good things are evil. They seem to understand perfectly what makes good and bad behavior. But this has no bearing whatsoever on their behavior, and they have no capacity for self-awareness or self-reflection. Shippey is arguing that, contrary to the accusations leveled at him by his critics, Tolkien actually had a pretty sophisticated idea of what people behave the way they do.
