My speculation is they may have had a great plan, but if you don’t put it into practice, negative outcomes ensue. A person to monitor weather, NOAA Weather Radio, and a cell phone would have been plenty to save many, many lives.

There needs to be a multi-layered warning system - meteorologists say this all the time - including:

1. NOAA weather radio
2. Cell phone alerts
3. Local media
4. Outdoor warning sirens

It’s a systems approach. Simply saying outdoor warning sirens would have solved everything is too simplistic.

The "Alt NOAA" account is currently spreading misinformation about weather alerts and claiming that cell phone alerts don't exist and you have to have a weather radio. Cell phone alerts absolutely do exist, check your settings to make sure you didn't turn them off.
