Or perhaps someone would have had to argue in precise linguistic terms what made the speech non-Croatian. Incidentally, one wonders how explicit the procedural rules are about edge cases such as speaking an extreme dialect of Croatian that is closer to Serbian than to standard Croatian.

That’s what I read as well, although I wonder if anyone actually bothered to check all the different channels to confirm this. In this case it was an easy call to make, because he explicitly qualified the language as Serbian, but if he hadn’t, I expect it would have gone completely unnoticed.
