so none of this is confirmed (yet), but it looks like Canada is about to make a bunch of stupid decisions on climate -- risky, short-sighted, and economically irresponsible. right on the heels of #COP30.

4/ As per my tweet yesterday, language on overshoot (bad!) and hilarious congratulations on reducing warming from 4C to 2.3-2.5C. We’re doin’ great folks!! FIN

3/ Climate finance. Lots of language emphasizing urgency and need. New 2yr work program on climate finance + New high level ministerial.

This amping up pressure by creating more venues where developed countries have to account for themselves and their lousy record on finance.

2/ New bodies / processes.

Global Implementation Accelerator to speed up implementation of NDCs

Belém Mission to 1.5 to ramp up ambition (in addition to ratchet req's already in the PA)

Final document for #COP30 just dropped and here are some hot takes

1/ No decisive language about FF phaseouts. This is a HUGE loss. The consolation prize is a political process toward phaseouts outside the official decisionmaking of the #ParisAgreement

ADDENDUM: Obvi forgot to note that there is ZERO REFERENCE TO FOSSIL FUELS in the doc. Good coverage here:

6/ Finally, chapeau language again invokes “limited overshoot”. This language should not be normalized. FIN

5/ Plans to consult with other trade IOs including #WTO. Many have said (including me) that trade is the new frontier of climate policy. This draft further cements this new political reality.

4/ Trade takes center stage. Unilateral trade measures shouldn’t be a source of trade discrimination (para 55). I’m not at #COP30 so not sure how this actually played out, but looks like EU CBAM really pissed off a lot of Parties, who successfully pushed back in the draft.

3/ Mushy language on funding. Looks like same old same old: more funding is urgently needed and developed countries should lead the way (paras 47-49). There is a plan however for a high level ministerial meeting to talk funding for 1.3T goal. That keeps the issue high on the agenda.

2/ More ambition. Creates Belém Mission to 1.5” to ratchet up ambition (though that’s already, by definition in the #ParisAgreement). Seems like yet another workstream to enhance reporting & transparency as a way to ramp up action. That logic has not proven v robust thus far. (para 42)

1/ Focus on implementation. Lula has been saying this for the last 10 days. Plan to create a Global Implementation Accelerator to “to accelerate implementation, enhance international cooperation across allactors to keep 1.5 °C within reach, and support countries in implementing their NDCs and NAPs"

Trade policy is central to the green transition Governments must address the fact that imported ‘embodied’ emissions make up a large portion of their carbon footprints

Laurence Tubiana calls for more efforts to measure embodied carbon to facilitate climate-friendly trade. I explain in my book Existential Politics why this won't work. Measuring carbon is difficult, prone to opportunism and outright regulatory capture. It's gonna be a mess, folks.

It's definitely changed the tenor of the discussion. But we will see what the policy effect is. And I'm surprised to hear that there is agreement behind closed doors but not publicly. Often with reporting, it's the opposite.

You say that the CBAM is working in your post. I would think that the strong objections suggest that it will not create the climate club that the Eu wants.

yet again, carbon pricing (in the form of the EU CBAM) is proving to be a poison pill -- this time in the COP30 negotiations.

as I explain in Existential Politics, the politics of carbon pricing are generally terrible -- limited emissions reductions but a lot of pissed off people.
