1. Lower speeds
2. Improved pedestrian and biking infrastructure
3. Increased public transit options
4. Better enforcement
Any city could do this. They used a data driven approach. Most cities know where their problem areas are.

Was back there the other day, and saw that there are actually 2 signs. There's a "NO TURN ON RED" sign in addition to the "YIELD TO PEDESTRIANS" sign. And, when the pedestrians have the walk signal, the folks in that car lane have a red light.
Would a "WE MEAN IT" sign be the next step?

The last time I had a near-crash as a pedestrian in Silver Spring: the pedestrian walk light was on. In fact, it had just switched on, the start of a rel. long cycle.
The driver that nearly hit me was turning right, in lane governed by a sign reading "right turn yield to pedestrians".
Fun times.
