That's because the first half is all character-driven; Rodimus' recklessness, Optimus' self-sacrificing, Megatron playing dirty, Starscream taking the chance to betray his master-- these all factor into what makes the plot happen. After that, the characters don't make many personality-based choices.

The movie is quite solid in the first half. Once Galvatron kills Starscream and takes command of the Decepticons then it becomes a slog.
