I don't see a whole of Europe approach as likely, nor a viable alternative, but instead that like-minded countries come together forming blocks, coordinating plans, investing together when possible.
A Russian flagged cargo vessel is driving back and forth across C-Lion1 comms cable and Nord Stream disused pipelines since last night.
She is 22 miles off the coast of Gotland and close to the only east-facing port facilities. There has been anti-naval activity N and S of the position during day.
