There has been a real reluctance for people to say too much about ICE’s continued occupation in Minnesota because the headline was that ICE was leaving.

But ICE has consistently made statements themselves that they are only changing tacticsβ€”not withdrawing altogether.

Lawyers can't reach clients in ICE detention. I've heard it anecdotally, but scale of issue is horrifying.
