There is a pending infringement action but for some mysterious reasons, the European Comm has failed to apply for interim measures... This is just a self-defeating strategy IMO. As if the Guardian of the (EU) Treaties is reluctant to do the job it was set up for while HU goes full authoritarian mode

So wrong conclusion drawn form this. Unless you do ideal points or map outcome variable as continuous you cannot infer this from the data.
