Well, libraries receive funding. And it's not a one to one replacement of sales vs rentals etc. But if you come up to my table at the art walk, take my mini comic, read it, and walk away, it is of little consolation that you "weren't going to buy it anyway"

Theft by omission of sale. If I went into a bookstore, took a photo of every page of a book, and left, I've copied the book and denied the bookstore a sale. Downloading a song rather than buying a CD is the same. It gets murky with lost media, and predatory business models, but it's theft.
