Many years ago I bought a bootleg tape of a Neil Young gig. They'd filled the space at the end of the tape with a few tracks including 'Lullaby' by Low. It was some years before the internet had developed enough for me to google the lyrics and discover one of my all-time favourite bands.

Your first two picks are basically Ben Aaronovitch's love letter to him, so I'd definitely give him a try! The Player of Games is a good place to start (and of course sounds like the 7th Doctor!), though Transit owes most to Consider Phlebas.
