do not disregard this. History has turned on ideas even bolder than this one. In 1944, a small team of strategists proposed to deploy inflatable tanks, rubber planes. This Ghost Army, approved by Eisenhower (Operation Fortitude), changed the war. Imagine if Eisenhower had dismissed it.
