I gathered from your comment that you don’t want structural reforms that might limit the amount of power “we” are going to get. My point was that whoever “we” might be, concentrated power tends to sound better before you realize it is exercised by someone else purporting to act on your behalf.

As many Republicans have learned to their dismay, all the power “we” will have sounds great until you realize “you” are not the one who actually controls the power.

I am not sure which part of this you are asking about. You could have RCV for senators without an amendment (I think) but not legislative appointment, much less altering the legislative function of the Senate.

Well, arguably you are dissolving the compact on which the Constitution is based if you change Article V in that way.

You can’t get that without a constitutional amendment and maybe not even then.
