Im sure that means maybe a cameo or a glance at a nameplate in a previous movie or something. Arnold was a full featured villain as freeze, doesnt mean it was done well but he was a main villain. 99.9% you can cross him off. Im thinking court of Owls cause that just fits after The Penguin
