            This is harmful not just because it's victim blaming, but that it creates a false equivalence in terms of the responsibility of drivers and pedestrians: "bright clothes, headlights on."

            We are very disappointed with the ruling today striking down the city’s zoning code. It is noteworthy the plaintiffs didn’t want to go to trial and argue the case on its merits, but rather used a technicality to win.
