Sorry. One more. SOS mentions a project in SC that used HDD on a historic roadway that was constrained by space/trees, so I spoke to the civil engineer from this city. Their project was to install deep underground sewer infrastructure in poor soils. It had nothing to do with road reconstruction. 5/4

HDD doesn’t solve the problem of moving/replacing storm sewers either. As mentioned, the storm sewers on Summit will usually be moved in away from trees. 4/4

The problem on Summit is that the entire roadway and much of the existing underground infrastructure has to be fully replaced. There are lead water lines, brittle 130 year-old cast-iron lateral water lines to homes, and some owners will choose/need to replace their sewer lines. 3/4

HDD works for telecom and other measures that don’t want or need to disrupt the roadway or other infrastructure like sidewalks. It’s common, and beneficial in these situations. Most of the small cell telecom infrastructure in Saint Paul is added using this measure. 2/4

This is a great question, and others have weighed-in here. I'm not an engineer, but Horizontal Directional Drilling (HDD) is an expensive solution to a problem that doesn’t exist on Summit. It’s like hiring a urologist to do orthopedic surgery…nothing against either of those professions. 1/4

Pelham Boulevard Reconstruction
The City of Saint Paul plans to reconstruct Pelham Boulevard from Mississippi River Boulevard to Franklin Avenue in 2026.
Sorry about this. We'll have someone go out and replace them. The problem with these is really the pavement: it's in such bad condition that it's tough to get the delineators to stick for long. Luckily Pelham will be totally reconstructed next year: www.stpaul.gov/projects/pub...

All the work takes place inches from a 20” water main, and adjacent to vehicles, peds, and businesses. They have to install shoring for the entire depth to ensure the safety of the workers. Private contractors will do the work under our leadership. 2/2

Why up to two months? The work involves digging down over 30 feet through sandstone/limestone, assessing the extent of damage, rebuilding the sanitary tunnel, installing new sanitary connections for the businesses, building out a new shaft to the surface, and replacing the road surface. 1/2
