I think it's less organized than you assume. A lot of small minded voters never learned about logical fallacies, such as "appeal to emotion". Lazy politicians score tons of votes preying on lack of critical thinking skills. I don't see a state govt having any interest in king-making w/ platforms.

Full disclosure, I work for a major studio. The reason they disallow VPNs on streaming services has to do with fulfilling international licensing agreements as well as ensuring the correct royalties are collected and disbursed accurately.
